History of Tose

Shigeru Saito founded Tose in Kyoto in November 1979 as a company separate from his father's firm, Toa Seiko, which built arcade cabinets for Space Invaders. Tose also began by making arcade cabinets. Its first game was Sasuke vs. Commander (1980), made for SNK, and in 1981 it released the shooter Vanguard. By 1982 it had moved into software development.

When the Famicom came out in 1983, Tose was able to work with Nintendo because it already knew the console's processor. It ported Space Invaders for Taito, worked on Kid Icarus and the Dragon Ball games, and earned a reputation as a reliable partner. Its policy is to add no creative input of its own and stay out of the credits; in its early days staff even used pseudonyms. That is why it is known as a ghost, or ninja, developer. With Nintendo it made the Game & Watch Gallery series, which began in 1997.

It went public in 1999 and reached the first section of the Tokyo Stock Exchange in 2001. In 2002 it released Densetsu no Starfy for the Game Boy Advance with Nintendo, its first original IP, after six years of development; it is one of the few cases where it shares the copyright with Nintendo. The Legendary Starfy (2009) was the first in the series to reach North America. It opened studios in China, the United States and several Japanese cities, and to diversify it published its first game, Susume Tactics! for the PSP.

In 2015 Saito became chairman and Yasuhito Watanabe took over as president. Its recent work includes Crisis Core: Final Fantasy VII Reunion (2022) and Dragon Quest Monsters: The Dark Prince (2023), both co-developed with Square Enix. In 2024 the first three Starfy games came to Nintendo Switch Online. The company announced it would wind down its operations in the Philippines and Sapporo and, in 2025, that it would prioritise console games. Its Nagaokakyo offices are being rebuilt to reopen in 2028.
